To publish a set of mail messages on the web is easy with mmh and
wmf:

     packf +foo | wmf -m - -w 1

Packf merges any given set of  messages  into  the  mbox  format,
which  wmf  reads.  Wmf  creates  the necessary HTML files in the
current directory.

These are *tools*, as they can be used  in  such  ways.  Nowadays
people  call  everything  a  tool,  even if you can't use it in a
tool-like way.
